105: Delegation of cost-recovery function by Minister

You could also call this:

"The Minister can pass on some decision-making power to the EPA, and take it back whenever they want."

The Minister can give the EPA some of their power to make decisions about cost recovery. This power is given in writing and is about what is said in section 104(2)(b). The Minister can take this power back at any time, but they must tell the EPA in writing.

If the Minister gives the EPA this power, the Minister can still make decisions about cost recovery. The Minister can take the power back from the EPA, but this does not happen until the EPA is told in writing. This means the EPA will know when they no longer have the power to make these decisions.
