The EPA can make some decisions on its own, like things that help a panel work properly. You need to know that the EPA must follow certain rules, and it cannot make decisions that go against what is said in clause 5 of Schedule 3. The EPA has to make sure it does things in a way that saves time and money when it is doing its job.

When the EPA is working, it has to try to keep costs low and not delay things. This is so that the EPA can work efficiently and make good decisions. The EPA has to do this when it is performing its functions, duties, and powers under this Act.

The EPA has to work in a way that is reasonable and practical, and it has to think about how its decisions will affect people and the environment. You can find more information about how the EPA makes decisions and what rules it has to follow in other parts of the law, such as the links to cl 8(1), (3) and cl 43.
