Part 1Preliminary provisions

3Purpose

  1. The purpose of this Act is—

  2. to protect the interests of residents and intending residents of retirement villages:
    1. to enable the development of retirement villages under a legal framework readily understandable by residents, intending residents, and operators:
      1. for the purposes in paragraphs (a) and (b),—
        1. to promote understanding of the financial and occupancy interests of residents and intending residents of retirement villages:
          1. to provide an industry-focused regulatory and monitoring regime for retirement villages in which compliance costs are minimised:
            1. to provide external oversight of the conditions of entry into, and the continuing operations of, retirement villages:
              1. to introduce requirements and procedures necessary to give effect to the regulatory and monitoring regime referred to in subparagraph (ii):
                1. to provide an environment of security and protection of rights for residents of retirement villages:
                  1. to confer on the Registrar of Retirement Villages and the Retirement Commissioner powers, functions, and duties relating to this Act.
