You can get a dispute notice from an operator about certain matters. These matters are listed in section 53(1)(a) to (c). You can also get a dispute notice if the operator thinks someone has broken the rules in section 18(3), section 25(1), section 27, or section 30(1) when it comes to section 31(1) and (2).
