41: Rules must not conflict with any Act or general law
You could also call this:
"Racing rules must follow New Zealand laws"
Racing rules are special rules for horse racing in New Zealand. You need to know that these rules can't go against any laws in New Zealand. If a racing rule says something different from what a law says, the racing rule won't work. It's not allowed.
There's one exception to this rule. Racing rules can say that more inspectors can be hired to check on racing. This is on top of the inspectors that the main law already says should be there.
Remember, if you're not sure about a racing rule, you should check if it matches what the laws of New Zealand say. The laws are always more important than the racing rules.
