If you look at the law about smokefree environments, you will see a part that was called 'Offences in respect of tobacco products and herbal smoking products'. This part of the law is no longer valid because it was repealed. It was repealed on 11 November 2020 by a change made to the law through the Smokefree Environments and Regulated Products (Vaping) Amendment Act 2020, which you can find more information about by following the link to the Smokefree Environments and Regulated Products (Vaping) Amendment Act 2020.
