You are looking at a part of the Crimes Act 1961 called Transitional, savings, and related provisions. This part has rules that help when other laws change. It talks about what happens when the Crimes Amendment Act 2019 comes into force. You can find more about this in the section that gives it power. When the Crimes Amendment Act 2019 starts, some rules will still apply. For example, if someone did something before the new law started, they might still be protected from being prosecuted. You can read about this protection in section 71(2). There are also rules about when someone can be prosecuted for killing another person. If the person died more than a year and a day after the thing that caused their death, there might be limits on prosecution. You can find these limits in section 162.
