The administering body of a government purpose reserve can do things to manage it properly. You can think of this like taking care of a park, where the body in charge makes sure it is used correctly. The body can do what is necessary for the reserve to be used for its intended purposes, as long as it follows certain rules, such as those outlined in sections 22 and 40.
