When a group in charge of a reserve has the power to make bylaws, they must follow a certain process. If the group is a local council, they make bylaws in the same way they normally do. If the group is not a local council, they make bylaws by agreeing on them and then they must sign or seal the bylaws to make them official. They also have to tell people in the area about the proposed bylaws by putting a notice in a local newspaper twice before they make the bylaws. 107Procedure for making bylaws

  1. Where under this Act power to make bylaws is conferred on any administering body, the bylaws shall be made in the following manner:

  2. if the administering body is a local authority, the bylaws shall be made in the same manner as that in which the local authority is authorised by law to make bylaws:
    1. if the administering body is not a local authority, the bylaws shall be made by resolution of the administering body, and shall have the seal of the administering body duly affixed thereto (if the administering body is a corporate body), or (if the administering body is not a corporate body) shall be signed by the chairperson and 1 other member of the administering body, and a notice stating the object or purport of the proposed bylaws shall be published in some newspaper circulating in the district in which the reserve is situated once in each of the 2 weeks immediately preceding the day on which the bylaws are made.
