66Club may use reserve on conditions

  1. Every recreation reserve set apart for racecourse purposes shall be available to any racing club for the purpose of holding race meetings on such terms and conditions as are from time to time advertised by the administering body, and on such dates as that body in every such case appoints:

    provided that no such club shall be entitled to use the reserve unless it consists of not fewer than 50 members who each pays an annual subscription of not less than $10 towards the funds of the club.
