148NBreaches of Part 1A

  1. No act or omission that occurred before 1 January 2002 is capable of being in breach of Part 1A unless—

  2. the act or omission continues on or after 1 January 2002; or
    1. in the case of an enactment, the enactment is in force on or after 1 January 2002.
