How Commissioner may enforce conditions of grant: Decisions not to recover debt, write-offs, and refunds

44Commissioner to refund excess payments

  1. The Commissioner must refund any amount paid by an aided person to the Commissioner that is—

  2. more than the aided person is or was required to pay; or
    1. more than the cost of services.
