91Secretary may audit providers

  1. The Secretary may at any time audit any provider of legal aid services or specified legal services.

  2. Every audit must be conducted by an auditor.

  3. The purpose of the audit is to enable the Secretary to assess and review the quality and value of the services provided by the provider that have been, or may be, paid for by the Secretary.

  4. The audit may, without limitation, include an assessment of—

  5. the provider's compliance with—
    1. practice standards:
      1. any conditions imposed on the provider's approval:
        1. the terms and conditions of the service contract:
          1. guidelines and policies issued or made by the Secretary; and
          2. any substantial or unresolved complaints concerning delivery of legal aid services or specified legal services.
