89Commissioner may examine claims

  1. The Commissioner may examine a claim or part of a claim by a provider of legal aid services or specified legal services if—

  2. it appears excessive:
    1. the aided person to whom the claim relates has requested the examination:
      1. the Commissioner has received information that suggests the services for which the claim is made have not been provided.
