76ACommissioner must assess borrowers to whom section 72(b) applies as having zero repayment obligation

  1. If the Commissioner is satisfied that a borrower meets the criteria in section 72(b), the Commissioner must assess the borrower as having a zero end-of-year repayment obligation for that tax year.
