This part of the law applies to secondary legislation, but not to some types. You will not find this law applying to legislation made by the House of Representatives, or made under the Royal prerogative. It also does not apply to bylaws as defined in section 2 of the Bylaws Act 1910, or to legislation that has a disallowance exemption under Schedule 3.

When you look at secondary legislation, you need to check if it is one of the exceptions. If it is not, then this law applies to it.

You can find more information about the exceptions in the links provided, such as the Bylaws Act 1910 and Schedule 3.
