A management plan can say you cannot send letters or things to certain people. It can also say you cannot get letters or things from certain people. This is to help keep you and others safe.

However, there are some people you can still write to, even if your management plan says you cannot write to others. These people are described in section 46(3). You are always allowed to communicate with them in writing.
