14Functions of Health New Zealand

  1. The functions of Health New Zealand are to—

  2. develop and implement a New Zealand Health Plan; and
    1. own and operate services; and
      1. provide or arrange for the provision of services at a national, regional, and local level; and
        1. develop and implement commissioning frameworks and models for the purpose of paragraph (c); and
          1. set requirements and specifications for publicly funded services; and
            1. develop and implement locality plans; and
              1. undertake health workforce planning; and
                1. collaborate with relevant entities to improve the capability and capacity of the health workforce; and
                  1. undertake and promote public health measures, including commissioning services to deliver public health programmes specified by the Public Health Agency; and
                    1. improve service delivery and outcomes for all people at all levels within the publicly funded health sector; and
                      1. collaborate with other agencies, organisations, and individuals to improve health and wellbeing outcomes and to address the wider determinants of health outcomes; and
                          1. contribute to key health documents in subpart 6; and
                            1. engage with iwi-Māori partnership boards; and
                              1. evaluate the delivery and performance of services provided or funded by Health New Zealand; and
                                1. provide accessible and understandable information to the public about services funded by Health New Zealand and the performance of the publicly funded health sector; and
                                  1. undertake and support research relating to health; and
                                    1. provide, or arrange for the provision of, services on behalf of the Crown or any Crown entity within the meaning of the Crown Entities Act 2004; and
                                      1. perform or exercise the functions, duties, and powers conferred or imposed on it by this Act or any other enactment; and
                                        1. perform any other functions relevant to its objectives that the responsible Minister directs in accordance with section 112 of the Crown Entities Act 2004.
                                          1. Health New Zealand must give effect to the GPS and the New Zealand Health Plan when performing its functions.

                                          2. In performing any of its functions in relation to the supply of pharmaceuticals, Health New Zealand must not act inconsistently with the pharmaceutical schedule.
