When the Minister is preparing a GPS, they must make sure it helps achieve the purpose of the Pae Ora Act. They have to think about any health strategy, but they don't have to follow it. The Minister must talk to Health New Zealand and consider its views. They also need to engage with organisations and individuals they think are suitable.
