51Content of New Zealand Health Plan

  1. The New Zealand Health Plan must—

  2. contain an assessment of population health needs; and
    1. identify—
      1. desired improvements in health outcomes (desired improvements); and
        1. priorities for the desired improvements; and
        2. specify, where appropriate, measurable outcomes for those priorities, including outcomes that are culturally specific; and
          1. describe how health entities will deliver service and investment changes to achieve the desired improvements, including—
            1. how Health New Zealand will provide and commission services to achieve the desired improvements; and
              1. how other health entities will contribute to achieving the desired improvements; and
              2. describe how the matters referred to in section 50(4) have been taken into account; and
                1. describe how government agencies, non-government agencies, organisations, and individuals will contribute to achieving the desired improvements; and
                  1. set out—
                    1. key services and activities to be delivered; and
                      1. key performance measures; and
                      2. set out how Health New Zealand
                        1. will achieve the purpose of this Act; and
                          1. will engage with Māori, protect Māori interests and aspirations, and empower Māori to improve their health; and
                            1. has been guided by the health sector principles in the development and content of the New Zealand Health Plan; and
                            2. set out any other matters the Minister directs.
