The purpose of this Act is to do several things. You will see it establishes the Auckland Council as a unitary authority for Auckland. It also sets out the matters in relation to the Council's structure and functions, duties, and powers that differ from the general provisions applying to local authorities under the Local Government Act 2002.

This Act provides the Local Government Commission with the necessary functions and powers to determine certain matters in relation to the Council. It establishes arrangements for the management of transport and water supply and wastewater services for Auckland. The Auckland Council is required to adopt a spatial plan for Auckland.
