3Purpose

  1. The purpose of this Act is—

  2. to establish the Auckland Council as a unitary authority for Auckland; and
    1. to set out the matters in relation to the Council's structure and functions, duties, and powers that differ from the general provisions applying to local authorities under the Local Government Act 2002 and certain other enactments; and
      1. to provide the Local Government Commission with the necessary functions and powers to determine certain matters in relation to the Council; and
        1. to establish arrangements for the management of transport and water supply and wastewater services for Auckland; and
          1. to require the Auckland Council to adopt a spatial plan for Auckland; and
              1. to establish arrangements to promote issues of significance for mana whenua groups and mataawaka for Tamaki Makaurau; and
                1. to set out requirements relating to substantive council-controlled organisations.
