144Certificate by Secretary of Foreign Affairs and Trade

  1. In any proceedings under this Part, a certificate signed by the Secretary of Foreign Affairs and Trade or by a Deputy Secretary of Foreign Affairs and Trade, stating that a country is a Convention country, or was a Convention country on a date specified in the certificate, shall be conclusive evidence that the country is or was a Convention country.
