The Monetary Policy Committee (MPC) must have between 5 and 7 members. You need to know that the members are made up of the Governor, internal members who work at the Bank, and external members who do not work at the Bank. The internal members and the Governor must be the majority of the MPC members. You can compare this to the 1989 legislation for more information. The Governor is in charge, but if the Governor's position is empty, it does not count. The internal members are Bank employees, and the external members are not Bank employees.
