You need to know how the Reserve Bank of New Zealand changes its statement of performance expectations. The Bank must follow a process to make these changes. The Bank sends a draft change to the Minister. The Minister looks at the draft change and sends comments back to the Bank within 15 working days. The Bank thinks about the comments and sends the final change to the Minister as soon as possible. When the Bank makes a change, it must be in writing, dated, and signed by two board members. The change is final when it is signed by the two board members. You can compare this to the 2004 legislation. This is how the Bank makes changes to its statement of performance expectations.
