The District Court Judge can make decisions in cases that are described in section 9(1), but only if section 354 says it is okay. You can think of the District Court Judge as the person in charge of the court. When the District Court Judge is making decisions, they must follow the rules in sections 360 to 362. These rules are important and the Judge must consider them when making a decision.
