24Board must decide whether applicant should be registered

  1. If the Board, after considering the application and any objection, is of the opinion that the applicant is entitled to be registered under this Act,—

  2. the Board must direct that the applicant be registered; and
    1. the Registrar must—
      1. register the applicant; and
        1. notify the applicant of the registration.
        2. If the Board, after considering the application and any objection, is of the opinion that the applicant is not entitled to be registered under this Act,—

        3. the Board must direct that the application be refused; and
          1. the Registrar must refuse to register the applicant and must notify the applicant of the refusal.
            1. The Registrar must not register any person without a written direction from the Board.
