23Board must hear objection

  1. The Board must—

  2. set a convenient time and place for hearing the objection; and
    1. give written notice of those matters to the applicant and to the Institute at least 5 working days before that time.
      1. At the hearing, both the applicant and the Institute may—

      2. be present and be heard; and
        1. be represented by counsel or by any other person.
