When the Government Statistician gives a certificate about the population of an area, it is used for certain purposes in sections 19H to 19W. The certificate can be based on the most recent census figures, except if the census was done in the year before or the year of a big election. The certificate can also be based on a later assessment by the Government Statistician. You need to know that the Government Statistician can use either of these methods to work out the population. The Government Statistician needs information from territorial authorities and regional councils to define the areas for the certificates. 19XCertificate of Government Statistician

  1. For the purposes of sections 19H to 19W, the certificate of the Government Statistician as to the population of any region, district, local board area, constituency, ward, community, or subdivision or any proposed constituency, ward, community, or subdivision is to be—

  2. a certificate of the ordinarily resident population as shown by the figures for the most recently published census (other than the figures for a census carried out in the year before a triennial general election of a territorial authority or regional council or the year in which such an election is to be held); or
    1. a certificate of the ordinarily resident population as assessed by the Government Statistician at any later date assessed by the Government Statistician.
      1. Every territorial authority and every regional council must supply to the Government Statistician such information as may be required by the Government Statistician concerning the definition of any area to which any certificate of the kind referred to in subsection (1) is to relate.
