13Gazette provides evidence

  1. The Gazette containing the copy of the list is, unless the contrary is proved (whether by a certificate signed by the Registrar or by other means), sufficient evidence in all judicial proceedings that, on the 31 March immediately preceding the date of the Gazette,—

  2. a person whose name appears on the list as a holder of an annual practising certificate was—
    1. registered as a valuer under this Act; and
      1. the holder of an annual practising certificate; and
      2. a person whose name does not appear on the list was not a holder of an annual practising certificate.
