When you want to be exempt from registering as a motor vehicle trader, the Minister looks at some things before deciding. The Minister considers the purpose stated in section 3 and how you plan to run your motor vehicle trading business. The Minister also thinks about whether it is good for the public if you are exempt and looks at any other relevant matters, like what is said in section 27.
