The Registrar or someone they authorise can only enter a place in certain situations. You need to know that the Registrar can enter a place if the person in charge says it is okay. The Registrar can also enter a public place when it is open to the public, or a motor vehicle trader's business when it is open. The Registrar can enter if they have a search warrant issued under section 130.
