  1. The purpose of section 121 is to facilitate the disclosure of information from Customs to the Registrar for the purposes of—

  2. identifying any person who imports more than 3 motor vehicles during a specified period; and
    1. determining whether or not that person should be registered as a motor vehicle trader under this Act.
