62Orders generally

  1. Every order of the Rulings Panel under section 54 or 58—

  2. must be in writing; and
    1. is subject to this subpart and any regulations that limit or restrict the amount of liability under an order or cumulative orders; and
      1. may be amended or revoked at any time by the Rulings Panel.
