48Minister’s decision on approval

  1. The Minister may give approval for a change in significant influence over a permit holder if the Minister is satisfied that, given the change, the permit holder would continue to meet the permit holder suitability requirements in section 19(1)(d) and (e) or 29(1)(b), (c), (e), and (f) (as applicable depending on the permit type).

  2. Before giving approval, the Minister must have regard to—
