You have to pay fees or a levy to the Classification Office. If you do not pay, it becomes a debt. The Office can take you to court to get the money back. The Classification Office can do this in a New Zealand court that has the power to make decisions on this matter. You will have to pay the debt to the Classification Office if the court decides in their favour.
