The Registrar gets applications from the Secretary to record management rights for radio frequencies. You need to fill out the application in the correct form. The Secretary can apply for management rights again for the same radio frequency, but the new rights must start after the old ones end. The Registrar records the radio frequencies in a register if the application is correct, as per section 38. This record shows who has management rights for those frequencies. The Registrar does this when they get a correct application.
