When a record of management rights is made, it must say the Crown is the manager of the frequencies. The Crown is acting through the Secretary. You can find more information about this in section 10(2). When radio frequencies are registered, the record of management rights gets a reference number. This happens at the same time as registration. The record of management rights is important for managing radio frequencies. If you apply under section 10, some rules from Part 3 will apply. These rules will apply as if you made the application under section 16. Some parts of Part 3, like section 14(b), do not apply.
