When you issue a certificate under section 57D, you must think about some things first. You need to consider the type of rights in the spectrum licence and the International Radio Regulations. You also need to think about ITU-R reports and recommendations. You must consider other things like Annex 10 of the Convention on International Civil Aviation and the International Convention for the Safety of Life at Sea. You have to think about the type of service that will be used with the spectrum licence and any relevant standards issued by the Secretary. When deciding whether to issue the certificate, you must not think about whether radio waves will be received by the wrong receivers. You have to follow these rules when issuing a certificate under section 57D. This helps you make the right decision when issuing the certificate. You must follow these rules to do your job correctly.
