When you read sections 155 to 161, the term 'incumbent' has a special meaning. It refers to the company that holds a radio licence for a certain frequency. This can be Telecom Corporation of New Zealand Limited, Telecom Cellular Limited, or a subsidiary of Telecom Corporation of New Zealand Limited, depending on who holds the licence before a record of management rights is made under section 10(2). You need to look at who holds the licence to know what 'incumbent' means in each case. The company that holds the licence is the one that is referred to as the 'incumbent'. This meaning applies unless the context says otherwise.
