8Appointment and functions of Director of Civil Defence Emergency Management

  1. The chief executive of the responsible department may appoint under the Public Service Act 2020 a suitably qualified and experienced person as the Director of Civil Defence Emergency Management.

  2. The functions of the Director are to—

  3. provide advice to the Minister on matters relating to civil defence emergency management:
    1. identify hazards and risks that the Director considers are of national significance:
      1. monitor and evaluate the national civil defence emergency management strategy:
        1. develop, monitor, and evaluate the national civil defence emergency management plan:
          1. develop, in consultation with the relevant persons and organisations that have responsibilities under this Act, any guidelines, codes, or technical standards that may be required for the purposes of this Act:
            1. monitor the performance of Civil Defence Emergency Management Groups and persons who have responsibilities under this Act:
              1. promote civil defence emergency management that is consistent with the purpose of this Act:
                1. during a state of national emergency or a national transition period, direct and control for the purposes of this Act the resources available for civil defence emergency management.
                  1. The Director also has any other functions that are conferred or imposed on the Director by or under this Act or any other enactment.
