31: National civil defence emergency management strategy

You could also call this:

"New Zealand's Emergency Plan: Keeping People Safe"

The Minister has to create a national plan for managing emergencies in New Zealand. You can think of this plan as a strategy to help keep people safe during emergencies. The Minister is doing this work on behalf of the government.

The national plan may include some important details, such as what the government wants to achieve in terms of emergency management, what steps it will take to achieve those goals, and how it will measure its progress. These details can help the government stay focused on what it needs to do to keep people safe. The plan is a way for the government to outline its goals and objectives.

The national plan is a type of secondary legislation, which means it has to be published in a certain way, as explained in Part 3 of the Legislation Act 2019. This helps ensure that people can access and understand the plan. You can find more information about publication requirements in the Legislation Act.
