During a state of emergency, you can enter into contracts on behalf of a Civil Defence Emergency Management Group for certain purposes. This is allowed even if it goes against the Public Bodies Contracts Act 1959. The people who can do this are the chairperson, deputy chairperson, authorised employees, and the Group Controller.

If you are one of these people and you enter into a contract, you must tell the Civil Defence Emergency Management Group about it. You do this by reporting the full circumstances of what happened at the Group's next ordinary meeting, or at the meeting after that if it's not possible to report sooner.

You have to follow the rules of the Civil Defence Emergency Management Act when doing this, and make sure you are acting for the right purposes.
