You could also call this:

"How a Civil Defence Emergency Group makes a plan and listens to your ideas"

When a Civil Defence Emergency Management Group wants to make a plan, you need to know they must give public notice. They tell people about their proposal to make a plan and say how long people have to make submissions on it. You can make submissions to the Group or a subgroup of the Group.

If you make written submissions, the Group gives you a chance to be heard. They also make all submissions available to the public, unless there's a good reason not to. The Group makes the final decision on the proposal at a meeting.

The time for making submissions is at least one month, but usually not more than three months, unless the Group decides otherwise.
