You are part of a community that has a local authority, and this authority must be a member of a Civil Defence Emergency Management Group. This Group helps keep you and your community safe during emergencies. Every local authority in New Zealand must be part of one of these Groups.

When a Group has members, it can only have one regional council unless a merger has been approved under section 21. But if two unitary authorities border each other, they can be part of the same Group. This helps them work together to keep their communities safe.

Each local authority in a Group must have one person representing them, and this person is usually the mayor or chairperson of that local authority. This person can also be an elected person who has been given the authority to act for the mayor or chairperson. This representative helps make decisions for their local authority in the Group.
