When a group needs a leader for emergency management, they must choose a qualified person to be in charge. You need to know that this person is called the Group Controller and they are responsible for their area. The group must also choose someone to replace the Group Controller if they are away or cannot do their job.

The group can remove the Group Controller from their job or replace them at any time. If there is an emergency, the group can give someone else the power to replace the Group Controller. This power can be given to someone who is allowed to declare a state of emergency, as stated in section 25(1).

The group can also decide when this power can be used, so they can control what happens in an emergency. You should look at the rules to understand how the group makes these decisions.
