You are learning about a part of the Fire and Emergency New Zealand Act 2017. This part is about a levy, which is a type of funding. The purpose of this levy is to support Fire and Emergency New Zealand in doing its job. You need to know that this levy has some important features. It is meant to be a stable source of funding for Fire and Emergency New Zealand. It is also meant to be universal, which means that everyone who might use Fire and Emergency New Zealand's services helps pay for them. The levy is meant to be equitable, which means that people pay based on how much they use or benefit from Fire and Emergency New Zealand's services. It is also meant to be predictable, so people know how much they will pay and Fire and Emergency New Zealand knows how much money it will get. The levy is flexible, which means it can change when needed, such as when Fire and Emergency New Zealand's costs change or when people's needs change.

Part 3Levy
Purpose and interpretation

80Purpose of this Part

  1. The purpose of this Part is to provide for a levy that is—

  2. a stable source of funding to support FENZ in the performance of functions and duties and exercise of powers under this Act:
    1. universal, so that FENZ’s costs are generally shared among all who benefit from the potential to use FENZ’s services:
      1. equitable, so that policyholders should generally pay a levy at a level commensurate with their use of, or benefit from the potential to use, FENZ’s services and with the risks associated with the activities that policyholders carry out (but without strict apportionment according to use, benefit, or risk having to be observed):
        1. predictable, so that policyholders and levy payers are able to predict the amounts that they will need to pay and FENZ is able to predict how much levy income it will receive:
          1. flexible, so that the levy can adapt to—
            1. changes in the use, benefit, or risk associated with those who benefit from the potential to use FENZ’s services; and
              1. variations in FENZ’s costs; and
                1. changes to the expectations of the Crown and the strategic needs of FENZ.
