The Governor-General can make rules about fire plans. You need to know what these rules can include, such as what must be in a fire plan and who Fire and Emergency New Zealand must talk to about the plan. The Governor-General makes these rules with the help of the Minister. These rules are called secondary legislation, and you can learn more about what this means by looking at Part 3 of the Legislation Act 2019.
