136Purpose of section 137

  1. The purpose of section 137 is,—

  2. in appropriate circumstances,—
    1. to compensate FENZ for the loss of use of money through levy payers paying too little levy; and
      1. to compensate levy payers for the loss of use of money through their paying too much levy; and
      2. to encourage levy payers to pay the correct amount of levy on time.
        1. Interest payable under section 137 is not a penalty.
