When a territorial authority wants to prepare or change a land use plan for its district, it must follow the rules set out in Parts 1 and 2 of Schedule 3. You can ask for a change to a land use plan if you are not a territorial authority, and you must do this in accordance with clause 49 of Schedule 3. The rules about when new rules in a land use plan start to apply are set out in Part 3 of Schedule 3, and Schedule 4 explains how independent hearings panels are appointed and funded to hold hearings and make recommendations when a plan is being prepared or changed.
